Position Summary
The Executive Director of Revenue and Budget is responsible for the special revenue operations of the company, to include the production of periodic financial reports, maintenance of an adequate system of grant accounting records, and a comprehensive set of controls designed to mitigate risk, enhance the accuracy of the company's reported special revenue financial results, and ensure that reported results comply with generally accepted accounting principles and financial reporting standards. 

Essential Job Duties & Responsibilities
Analyzes a variety of financial information (e.g. revenues, expenditures, cash management, cost projections, insurance, etc.) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.
Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
Prepares accounting and reporting for local, state and federal grants.
Ensures compliance with all applicable federal and state laws and regulations related to the restrictions applicable to each grant.
Supports and assists in the preparation, reconciliation, and submission of the Annual Financial Report to LDOE.
Works with grant programmatic staff to reconcile independent grant expenditure records to the general ledger.
Assists grant programmatic staff with an understanding of the US Office of Management and Budget’s Uniform Guidance in order to maintain appropriate compliance with grant requirements.
Develops periodic, reoccurring, and special reports as required. Conducts all research necessary to verify the accuracy of expenditures charged to the general ledger.
Assists in responding to audit requests by state and federal agencies as well as external auditors on matters pertaining to grants.
Assists in the preparation of the Schedule of Expenditures of Federal Awards (SEFA) and other necessary audit schedules for the school system’s independent auditors.
Performs reconciliation of detailed ledgers for all monthly revenue accounts as required.
Assists in the preparation and maintenance of various account analyses in Microsoft Excel format as directed.
Manages claims process to ensure timely, accurate submission of all local, state, and federal special revenues.
Assists a variety of external agency personnel (e.g. auditors, grant representatives, regulatory agency staff, etc.) for the purpose of providing information, general support, and risk assessment of district operations.
Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, public officials, community members, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.
Compiles data from a wide variety of sources (e.g. staff, public agencies, school district, etc.) for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components.
Conducts internal audits (e.g. general and special funds, etc.) for the purpose of ensuring program operations are within budget and in accordance with fiscal practices.
Prepares and distributes monthly grant expenditure reports.
Maintains a variety of manual and electronic fiscal information, files and records (e.g. accounts payable, accounts receivable, student activities, contracts, etc.) for the purpose of providing an up-to-date reference and audit trail.
Performs uploads and downloads of financial data between an integrated financial management system and analytical tools as required.
Assists in month-end and year-end close of all funds.
Assists in financial monitoring of grants.
Responds to a wide variety of inquiries of staff, district personnel, other professional organizations, etc. (e.g. accounting guidelines, expenditure status, grant guidelines, etc.) of the purpose of resolving problems, providing information and/or referring to appropriate personnel.
Performs other related work as assigned by the Chief Financial Officer.

Position Qualifications & Competencies
Education and Experience:
Accounting, Finance degree required
Approximately eight (8) years of accounting experience.  Preferred three (3) years in government/non-profit fund accounting environment.  K-12 School based experience a plus
Public accounting experience preferred
Certified Public Accountant or Certified Management Accountant preferred

Ability to:

Communicate orally in the English Language with clients, and the public in face-to-face, one-on-one settings: in group settings: and over a telephone.
Produce written documents in the English Language with clearly organized thoughts using proper sentence construction, punctuation, grammar.

Work safely without presenting a direct threat to self or others.
Comprehend and make inferences from written in the English Language.
